Preheating the oven to 350 degrees Fahrenheit. Prepare a 9-by-13-inch baking dish by lining it with parchment paper. Melt the butter in a medium saucepan over low heat.
Combine the cocoa powder and sugar in a mixing bowl. Gradually incorporate the eggs while ensuring thorough blending following each addition.
Combine with the vanilla. Mix in the bicarbonate soda, flour, and salt until just combined. The chocolate morsels are folded in.
Sprinkle the batter that has been poured into the prepared pan with the chocolate jimmies. Bake until a toothpick inserted into the center comes out clean, 40 to 45 minutes.
After 10 to 15 minutes of cooling, arrange the ghost chocolates on top. Allow to fully chill prior to slicing and serving.
